I've never liked the idea of spectators being allowed to speak up. Right now the rule is such that they aren't, but I've seen them do it AND in a non-negligible number of cases I've seen it damage the equity of one of the players.
There are too many peacocks who want to be noticed, and they'll shoot from the hip. "Oh, sorry, I guess I'm wrong...."
OTOH, spectators should be encouraged to approach the director ASAP if they see any irregularity (like incorrect play-to score, scoresheets that don't match, or even perceived cheating). Then the director WHOSE JOB IT IS TO REGULATE will decide whether or not the issue is worth pursuing.
If the two players don't notice the illegal play then the game procedes (which is the case with ILLEGAL moves rule now).
