I've heard of three ways to cheat with a baffle box:
1) (as mentioned by Gregg) if there are no pegs/pins or randomizing elements the dice can slide through without tumbling (with 'good' technique);
2) If the pins are regularly placed on a lattice, particularly when the lattice spacing is large, skillful tossing can bypass the pins;
3) Through slight of hand one die can be tossed/dropped outside the baffle box.
I believe #3 is why the second layer of safety -- feeding the baffle box from a dicecup -- has been implemented in some locations (like LA).
1) and 2) are taken care of by proper design. I disagree that the pins necessarily damage the dice. Anything done improperly can screw things up. Do it properly and you avoid the problem.
As far as proving you will get random rolls, you (Bob) know the difficulty in that no matter what method of dice rolling (physical or computer generated) is used.
