What you are referring to is called a cube provocation play.
Yes. Some (like UBK? :) have quibbled with this term not being specific enough as you can make the wrong play which provokes a cube that the right play wouldn't. But nomenclature is often imperfect.
If the cube after play A is inefficient enough, play A can be correct even if play B is better cubeless.
Well, "cube provocation play" is even stronger -- play A (which leads to a proper cube) is better (higher equity) than play B (where a cube is improper), cubeful.
