I don't see a real problem with dice switching. You make it such that if opened, the opening is detectable.

The bigger problem is counterfeiting -- making one look identical except that the dice inside are loaded. To beat that there would have to be an identification mark/device which is built inside, which can't be cost effectively reproduced, and which can be 'read' from the outside. I mentioned holograms and RFID's. Maybe those would work and maybe they don't.

There are some similarities here to data storage security. Probably the NSA can figure out a way to read your HD. (I'm not sure about that -- may encryption is effectively impervious.) Just make it so cost INeffective that the cheaters/thieves are interested because the whole process will be a net loss to them.
