ruling in Madison

I believe the clock should be stopped for the reason Bob Koca stated, but also for two other reasons:
1. The player that did not make an illegal move is, in effect, penalized time that he should be able to use for his own plays because the other player did something that was illegal. This action of his opponent, intentional or not, should not in any way cause hardship or a penalty for the other player; 2. If my opponent is short of time on the clock, I could make an illegal move every time and force my opponent to use up some of his time. Again, not a fair way to force the opponent into using his time.
Now, these arguments are based on what I think is fair and what the rules should be, but that is not necessarily what the correct ruling should be based on the way the rules are currently written.
Having said that, however, I still believe the tournament director should have the right to enforce ambiguous and unclear rules in a manner that he believes is fairest to the players, and with the principle that "penalties" should only be assessed in a manner that penalizes an "offending" party, and in this case, it is clearly the player that made the illegal move.
