I've been sorting through Gregg's posts trying to figure out what he is saying. This is my impression of why he wants to keep the current ("illegal plays") rule.
1. There is considerable skill and concentration involved in avoiding your own illegal plays, seeing your opponent's illegal plays, and deciding when to correct an opponent's illegal play. Some players (such as Gregg) are good at this aspect of the game. If you changed the rule, you would be taking away a part of the game they are good at. It would be analogous someone who trained to become good at counting pips going online to discover that pip counts are given to everyone for free.
2. Players are used to the illegal plays rule, and it would be hard for them to change. I think this may be what Gregg has in mind when he talks of an "ethical dilemma." When you are used to allowing your opponent's bad misplays to stand, it is hard to suddenly change your way of thinking and acting.
