Actually, having read Chiva's post, I am changing my vote to NO on #1.

I agree with Chiva that ALL of a players attributes and capabilities and contributions to the game should be considered as part of their total package for VOTING. For example, should we not consider someone's analysis of numerous positions on GOL as additional insight into whether they have a truly deep and strong knowledge of Backgammon? Should we not consider substantial experience with certain players and their track records in online play? I think it is all relevant to assessing each individual.

However, I strongly agree with Perry that being active in competitive LIVE TOURNAMENT backgammon should be required for ELIGIBILITY.

As written, #1 suggests that additional knowledge of a person's ability be deliberately excluded from consideration and I cannot support this. I see no problem considering side games as additional information as long as the player is still truly active in live tournament backgammon.
