It sounds to me that the real chouette of your dreams is populated by people you like and respect enough that the problems you're trying to solve with your rules don't even arise in the first place.

I play chouettes for fun, with people I like and respect, and who are also playing for fun. There is money at stake, but only enough to make people take the game seriously, not enough to bring out people's dark sides.
