So are you then planning to do this in two phases. A nominating phase where people propose names for the ballot along with reasons. And then a later voting phase where voters can choose from these names and read the qualifications?

I think this would make the most sense.

While I'd think there should be some clear initial inductees on the first ballot, I don't think it should be a given that even the person with the most votes gets in. If that person only is listed on 10 of 100 ballots then there is clearly no popular agreement. If 50 or 60 or 75 or whatever magic number you pick, then there is clear consensus. But I think the bar should be set high as being voted in should not be easy or the value of the achievment is watered down.

I'd also think that anyone named on say 5% of all ballots should automatically be carried over to the next years ballot, otherwise dropped.

Anyway I like this initiative. There are past greats of the game who deserve recognition and the Giants list is not the place for that.
