"I would be in favor of allowing anyone observing the game to point out an illegal play"

How soon should illegal be called out? Note that it is not an illegal play until the dice are picked up or the clock is hit. Also a spectator who is not 100% focused on the game could very easily mess up. Do we want spectators talking to the players in some sort of quasi official way possibly distracting them in a timed match? Another problem is illegal being called out when a subpar legal play was made. Suppose that a player runs and just does not see that he should have hit along the way. I can very easily seeing a spectaotr saying "illegal" there.
