And if the effort is the problem, I am highly skilled with a text editor. If along with the results, the directors of qualified events can be persuaded to provide a raw list of entrants in text format, I'd be happy to personally concatenate the individual files into one big file so that people can search the big combined list for any name they choose.
I don't get why this is such a big deal. We're not likely talking about someone sitting there typing in names off of a picture of a drawsheet. Do most directors simply not have any list on their computer of who entered their tournament? How do they keep track of who preregistered or sent deposits or the Calcutta Auction, or a computer generated random draw? It is just not very difficult to copy/paste a column of names out of Excel into an email. Again, it is probably too late for 2009, but if an email went out to all directors saying "hey, going forward can you please send the list of Open division entrants along with your results, otherwise people in your tournament won't qualify for Giants voting", I would bet the vast majority of directors would have no problem complying.
