In the case of monitors, I agree with you that they should speak up, because isn't that why the monitor was called over to watch that particular match in the first place? Maybe we do need some guidelines for what monitors are supposed to do, when, and how, because there have been some well-known cases where the monitors seem to have been using the time to catch up on sleep.
Regarding recorders, I'm on the fence as to what the default should be. If both players agree that the recorder can shout out when there's an illegal play, so be it IMO. I would only put a statute of limitations on this, forcing the shout-out to be pretty much immediate (say, after one subsequent roll by the opponent) or "forever hold your peace"...OK, not forever, but at least until bot-feeding time.
But if the players disagree, or nothing is said, my immediate feeling, subject to change if I hear convincing arguments the other way, is that the default is the recorder should keep quiet like any other kib. However, also like any other kib, he should feel free to call the director or ask another kib or passerby to do so if he sees a pattern emerging of one player making one illegal play after another, and his opponent rarely if ever catching them. The recorder will have a strong case to recommend monitoring, because unlike other kibs, he will have a written record showing what has been happening.
