Chouette Ruling

I, and others argued that it is not a matter of honesty...how do we know the dice really were not cocked? How do we know the move was made legally? And also, because the action was unsportsmanlike and discourteous, that, for no other reasons, should make the roll not count. I felt that the closest thing we have to a rule that applies is the "fast-roll" rule...this was very much like a fast roll...rolling before he should have.
Seems to me like that with a stake in the game, the outside player and anyone else still with a $$$ interest in the game should be paying more attention. The box made his cube play, the capt dropped, the outside doubled player and others in the game should be standing there watching, not off having a coffee away from the table. How can 3 other players (not counting the capt as he was probably standing up) not see a roll if they are paying attention?
