It's a special case position. Make it a 2 instead of a 3 (so for example, move the checker on the 21 to the 16 and give blue a 3-2) and 13-11 gets better, maybe even right: improved coverage, and the white checkers on the 11 combined with fairly light pressure on the inner board are a factor as well, to justify moving up with a 3 but dilute moving up with a 2. And move White's runner to the 24 and the plays are close again. (I'm looking at Snowie for a 2nd opinion, with concurrence.)
