21/10 creates a builder, does not stack the 13 and leaves the back checker "out of harms way".

24/13 gets ready to jump the last man, and risks less pips if hit.

The upper arguments seem solid, the lower ones seems less so: I am not desperate for jumping - not up in the race, and not primed. Also only 25 and 16 hits, so while painful - that variation is not that likely.
