It's hard to make a 'bet the flop or don't' call for these stakes when they check. It's certainly an option but nobody in their right mind should raise preflop and not make the continuation bet HU regardless of the flop. Usually [99.9%] when they do (at meaningful stakes) it means "HEY.. I FLOPPED A SET!" and even then it's usually a bad idea to 'slowplay' it. Though when he checks the turn he is definitely announcing he really has nothing, he wouldn't leave alllllllllllll those draws out there w/out making a bet at it, and that's when I'd for sure bet it.
