Factors for Tournament Attendance?

Rather than limit the number of tournaments, maybe there should be some attendence number requirements to maintain ABT sanctioning.

Maybe like a min 32 entries for single division tourneys (like 1000Isl) Multiple division tourneys, 16 in each division or 35+ people with at least 1 of the divisions with at 24 entries?

For a new tourney to be sanctioned would require the director to quntitatively show a good probability of meeting the numbers. (IE, Polls of local clubs, and the travelling/tour players willing to commit for the given weekend)

For existing tournaments, If they fail to meet the numbers you could give them 1 "probationary" year to return or they lose there ABT status.
