Interesting that it comes out just about to what SHG was getting, but the fallacy is in the statement that there are 21 unique dice rolls. There are 36 because from a probability standpoint there is a difference between 45 and 54 even though they both play same way.
Also I am not sure were you come up with doubles should be half. If we looked at the 21 possible rolls without considering the fact that non-doubles are twice as likely to occur 6 of them are doubles, which is 6/21 or ~28.6%.
Kind of reminds of the old 3 guys checked into a hotel room and each payed $10 for his room problem.
