I'm not sure that the blot itself is the only factor. When you moved it back to the 13 point, you also docked yourself 11 pips in the race, meaning that after you play the 65 you will be only even in the race, not up 11 pips as in this base position. 11 pips isn't a decisive lead, but it's not one you want to toss down the airshaft lightly, either. Coming out with both checkers, rather than risk letting the laggard get blocked or attacked, is thematic if you have a race lead, while hitting is thematic if you don't. If the race is more doubtful, then so will your play be.
Moving back to the 13 point also creates a spare on a point that didn't have one, which could matter too.
What will happen if you pick the blot up, but only put it on the 6 point? You then have a purer case of "no blot", because you didn't alter the other characteristics of the position any more than you had to.
(I tried it and SN4 likes the bar point over the hit by .064)
