Question for Chuck Bower

I am not a lawyer so my opinions are not worth much concerning this subject. I think what might make rollouts intellectual property is the fact that the settings for the rollouts are optional. A published rollout with the individual settings posted could make it intellectual property. The fact that it was made publicly available, without charge, and the setting could be reproduced by anyone may mean that it is not considered intellectual property. Any lawyers care to comment? Also, if a rollout, with the settings posted, was considered intellectual property, could changing one factor, such as the random seed, make a new rollout also intellectual property, and of whom?
