If anyone can reproduce it by a fixed algorithm given enough time it isn't a creative work.

I don't think something has to be "creative" to be copyrightable. You can copyright a book of tables, for example, or a book of random numbers.

The question of how to prove copying versus independent calculation is a different matter. In the case of a book of tables, a publisher can use typos or an unusual pattern of rounding as evidence of copying.
