Which play wins more often? Which play wins more gammons? Which play loses more gammons? Which play leads Blue or White closer to reaching a doubling position? Which play prepares for the greater threat? The easier follow-up? Presses opponent more strongly to perform well?
13/7* doesn't equalize or give an edge to Blue in priming. White already has a 4 point prime. Blue would only threaten to make one.
13/7* doesn't give an edge to Blue in race or timing. White's third man back is hardly trapped behind Blue's three points. It's more of an asset -- a spare checker that White can play rather freely, along with his other blot in the outfield.
13/7* gives White 10 hitting returns that make White a sizable favorite, putting a fourth checker behind a 4 prime, shooting at the 13 point blot, and claiming control of the entire outfield.
Don't reject 5/1 3/1 because it "buries two checkers." 5/1 3/1 equalizes the home boards. That may helpful if and when Blue makes a hit that clearly leads to a way to win. 13/7* is not that hit. This position is about outfield control and keeping playable spares while (hopefully) the other side deteriorates. 5/1 3/1 answers that need.
