To respond I first need to know what is expected from a system that works "perfectly".

"I am beginning to think they should just end the Swiss after 8 rounds and apportion byes to the 6-2 players according to one or more of the tiebreak methods used commonly in chess. This would be somewhat arbitrary but at least transparent."

I agree that transparency should have a high value. My system is perfect in that regard. Other systems also are. The one actually used most defineitely was not.
