Here's my ruling:

STOP ROLLING EARLY YOU MORONS!!! WAIT A HALF A FREAKING SECOND, WILL YOU? ARE YOU TRIPLE PARKED?!

You know, here's an idea I'll implement if I ever direct a big tournament. If a situation like this comes up, I rule in favor of B, and then I tell him:

"OK, Mr. B. I have a list. Your name is now going on the list. It's the list of people who, for the rest of eternity in my tournament, get no leeway whatsoever with regard to premature rolling. From now on, for the rest of your life, I will rule against you if you roll prematurely. Forever and ever."
