Phil, I have to confess that I'm somewhat baffled by your stance on these kinds of issues.

At first, I thought I understood your position. Rules are rules. Make very clear rules, and stick to them. That solves all the problems. This is what I understand you to be saying.

However, what you do is inconsistent with what you say. Here we have a situation where the rules are very clear. But now you post a query and wring your hands over the decision. Doesn't that show that clear rules don't solve all the problems? I gather that your hypothetical scenario isn't covered by the rules, but the actual scenario is. Yet you don't seem to feel that the clarity of the rules solves all the problems with the actual scenario. You're still agonizing over it. It follows that even if one were to introduce very clear rules about the person who moves his hands and stops halfway, you would still post here about it when it happens and agonize. Your own behavior demonstrates that introducing rules doesn't solve everything.
