I see one problem with quick rolling when a player has not completed his forced move. (I realize that the player was deliberately stalling in this instance. This would not always be the case.) A player who has completed his roll may watch the other players roll to ensure it is legal. In other words, he has a chance to catch a mechanic's attempt to cheat. If fast rolling is allowed on forced rolls, this would be an excellent time for a mechanic to ply their wares. They could set a die while the other player was completing their move and not paying attention.
