The best way to improve this system is to make it 100% Swiss elimination. Just like Patrick Gibson did for the 28 player Vietor Cup in September and just as I think Pittsburgh will be in Feb 2010.

with no KO after swiss and no consolation?!

how many rounds of swiss are played? do you eliminate players with 3 or 4 losses?
