Agree completely. In my previous post, I have used the terms "rules" and "guidelines". And they don't have to be (and I agree it is best if they are not) one and the same.

But I don't think the director's guide should be kept secret either. I firmly believe that anyone willing to study it will better understand the game and it will avoid more difficult situations than it creates. And it will allow people involved in Chouettes and other social situations to bring expertise to situations and help resolve conflicts by virtue of being better informed and what underlies the judgment process. And it will allow people at a club or less formal social level to be able to hold tournaments that are better run.
