Then, my take on this incident as you have described it is that there was nothing wrong with your chouette rules. "Everyone" knew what ought to happen. May I suggest that the source of problems in your chouette, as you have described them in various postings, lies elsewhere in the "established atmosphere" of your game, and no amount of rule rewriting is going to fix that.
