My thoughts for a potential rule change...

Perhaps the intent of the rule is to ensure that players play to the correct match length, take their responsibility to check the draw sheet seriously and know that there can be a severe penalty for not doing so.

Of course, the two players always have the option to keep their mouth shut and just report the result. But if the loser speaks up and the winner's victory is taken away, who's fault is that?

I don't know what is right. I can only say that the directors who collaborated to create the current rule had their reasons and it would be helpful to know what those reasons were before we pass judgment on why the rule is right or wrong.
