I have heard that the reason the rule was written the way it was has to do with a case where 2 players chose to play a match to a longer length than what was deemed by the tournament. There were also cases where a stronger player stated that the match length was longer than it actually was and the weaker player accepted the statement rather than checking its accuracy.
