My thoughts for a potential rule change...

Phil, you are welcome to bend over backwards to never ever go plus when there is an irregularity, but I would like to know what exactly is so unfair or potentially karma threatening about ending up even from accepting and following the conditions of contest, whatever there are, for all that I participate in during my life? Why should I or anyone else agree to go minus against the rest of the field when an irregularity occurs that is equally the fault of both players? You are practically creating an incentive for people to take shots.
Which is all besides the friggin point. It seems clear to me that the (overwhelming?) consensus is that the rule should be changed. So why don't we just get that done, which was sort of the point of this thread I thought, to determine if we should get the rule changed, and we can discuss who the better man is in some other thread?
I don't know the answer to the question, who should we be talking to about changing the official rules? Can anyone shed some light on what the actual procedures or who the people in charge are?
