95% of the time, the error will be due to honest confusion rather than one of the two cases you describe. The rule should still bar the players from agreeing to change the match length, but it doesn't make sense to apply a completely arbitrary rule in 95% of the cases to make sure nothing bad happens in the other 5%.
In the angle-shooting case, the written rule actually provides the stronger player with an additional advantage since, in the case where the match is to 7 but he tricks the other player into thinking it's 11, the stronger player is the only one who knows that there's a possibility of resetting the match to 7 points. He can aim towards being the first one to get to 7, and if he succeeds he can always say "whoops, I was mistaken about the match length, guess I win because I was the first to 7" - while if he doesn't get to 7 first, he still has the chance to win the match and hope the other player never realizes it should have been 7.
