Time to stir the cauldron again... Appeals committee

There are some awkward consequences of the appeals rule. If early in an early round of a Ty, it can be difficult to find qualified committee members as most everyone is playing.
Someone pointed out the irony here, that if the director REALLY wants the appeal to go in his favor s/he can carefully choose the committee members. (This may be unethical, but let's keep that for another contentious thread.)
The match itself is delayed, awaiting the formation and eventual ruling of the committee.
Personally, many of my feelings/opinions about BG rules have their origins in the US Constitution and/or US law. If it's good enough for US citizens in general then it's good enough for US BG players.
I also like it when players are 'protected' by rules. Here they have an escape from getting a bad ruling. (Yes, bad rulings happen, even to/by the most well-intentioned directors of which all of our US directors are, to my knowledge.)
I'd be curious to know the sum total of all appeals committee formation/rulings in the last 10 years. I suspect it is considerably less than one per tournament. It's not like the thing has gotten out of hand. But just in case, it might be worth limiting the number of appeals per player per tournament (similar to NFL football). You don't want someone who has a beef with the director to take advantage of the opportunity to make director's life miserable.
