The Whole Picture Here

2. That was quite an unusual situation, but I think I had it covered by saying "usually". Most of the time when the rule is invoked, the invoker will be trying to save an extra double or two, or trying to decide what to do with a spare ace or deuce after making the crossover to their own outer board with the last checker.
Not terribly unusual. Sure, maybe it only comes up 1 time in 10 gammon save situations or something, but still significant. In reality it comes up substantially less than that because sometimes people in the chou don't always claim their best and just play 12/9 because it's so obviously right. Except when it's wrong.
3. This example doesn't demonstrate what you intend, though I understand what that is. Under what circumstance would the rule actually benefit them to an extent that could wipe out a .0147 gain (assuming for the moment that your 2-ply evaluation gives the real numbers)? I see very little, really. They will never have to worry over a stray ace, they will just move closer. If they have to count doubles, it will be as straightforward as it gets, and again the right play will almost certainly be simply to advance. So if the numbers here are real, I would say without hesitation that you should "rip two".
My point here is that they will waste less than they normally would since it will be easier to crossover exactly to the 6 point. I don't care about the specifics of the position as long as you get the idea...which is that changing the rules changes the game you are playing. Ignore the rules at your own peril.
