The person who doubled from -6, -1 Crawford may have simply gotten flustered and forgotten that he couldn't cube. If the cube had been accepted, the game had proceeded another few rolls (or had been completed), and then the error was discovered and reported...the effect of the double would have been disallowed, yes? So the "shot", if it was one, was one highly unlikely to profit the shot-taker.
I'd like to know what the history of this match had been. Had it been a (ladies and gentlemens) game up until that point, or had it been nasty and contentious throughout? This is where director's discretion is needed. If the former, as director I'd simply tell Mr. -6 not to be so careless, but if the latter, I'd read him the riot act and put a monitor on the match with instructs to report for penalties any infraction, however small.
The behavior of Mr. -1 later suggests that these people may not have been playing like "gentlemen" earlier either. In that case, having the monitor there was a good idea. Since Mr. -1's remark was the first one reported, it is his first offense; but I hope the director warned him that repeated offenses could get him tossed out of the tourney no matter how far he has advanced in it.
