Transcript promises broken

I have generally gotten matches from most players who have reecorded within a reasonable timeframe. But there is one player who after about two years has recorded several matches and each time said it would be sent and each time been given my email and never sent any. It is annoying and I had determined to bar future recording from this one person. However I have over the past few months come to a change in opinion. I now feel that a player has an unconditional right to record. Sending a copy to the opponent is a courtesy but not an obligation. Failing to do so is poor sportsmanship. But really if you want the match record and enter it yourself. It is not a right to get it from your opponent if they are either a jerk or simply collecting videotapes but have no time to enter them.
