OT: prob/stat problem

What does it mean to run a program to simulate flipping a coin if there is no input given for the true value of p? Is there any input at all for the program?

How can I determine the answer for myself if I am not given the s.dev for the second run? Is it obvious that I should assume the number of trials is the same?
