Onetime shuffle rule

It continues to surprise me that we apply the same rules to all levels of play. Many of the problems with the current rules can be improved greatly if we apply one set of rules for Open (and with clocks) and another for Intermediate and below.

There is no reason why an Open player needs to shuffle the checkers...clearly he/she is good enough to visualize the move. The stakes are generally high; there is a clock in play; and there is tremendous concentration going on by both players.

In lower divisions players are not as able to see the moves, there is often not a clock involved, and touch-move might be a difficult concept.

Once we think about two sets of rules, many issues about this, fast rolling, capricious cube handling, legal moves, etc. can be applied much more accurately to suit the "presumed" abilities and experience level of the players.
