As Stick said, do whatever you feel is best. Having experimented both ways, I can offer you my opinion. Unless the thread is still "alive," by which I mean that other people have been adding to it in the past 24 hours, you're better off posting a new message, because some people's settings will mean that they won't see your new message. However, you may want to include a hyperlink to the old thread so that people can easily find it, by typing something like this:
