Onetime shuffle rule

IMO, shuffling causes only one problem which is the risk of not putting the checkers back where they came from.

This problem could be solved if shuffled checkers are placed at the high end of the points, making it clear what checkers have been moved. I think they even have a rule on this in Sweden but am not 100% sure.

Shuffling makes it easier to count shots in the different plays one may be considering and makes it easier to visualise the position.

Take this away from the game and I think you will slow down the game as some players will become more deliberate. I believe this is a drawback.

If it disturbs you that your opponent shuffles a bit, I guess that's your problem.

I believe that the rules are not broken but would not argue rigourously if touch move was tested for a period.
