There's no hard and fast, so do what seems best.

Unless the thread is still "alive," by which I mean that other people have been adding to it in the past 24 hours, you're better off posting a new message, because some people's settings will mean that they won't see your new message.

Actually, the "list messages posted within the last X days" setting should affect new post equally, whether they are follow-ups or are starting new topics.

How much scrolling must be done will depend on the individual reader's settings. I'm happy with X = 1, 2 or "since last visit," List Style: Threaded List, Display Style: Single Message, Sort Order: Newest First.
