What kind of hand would Joe be representing that he would expect to be able to pull off the bluff?
Any ace. Really he could be reading Booth's check on the turn as "Oh shit, I really don't have an ace, I was just bluffing with position"
and he risks Joe NOT bluffing
The risk of Joe not bluffing isn't really an issue, because you will win the same amount if he doesn't bluff as you would have if you bet the turn and Joe folds. If you have your man on a FD, and you are going to bet the turn, you have to bet large enough to make the draw -EV.
Could Joe actually be playing to hit a different hand and in actuality be bluffing hitting the flush?
What other hand would he be drawing at here? 45 made the flop, so the fold is correct. AX that hit 2nd pair at the river? Probably not. A bigger Ace? no re-raise preflop. Even a set is doubtful as a pocket pair 3 handed will probably raise a button raise.
I'm not a huge fan of the play because at final tables and late in tournament play, I prefer to pick up as many orphan pots as I can as chips = power. To me many small pots are just as good as 1 large one. I can see why he played the way he did though, and it's just a different style. If moving up in position doesn't matter to you (which it probably doesn't to booth) then his play probably gives him the best oppurtunity to win a huge pot and become chip leader with the best chance to win the tournament.
