The rebuys at Las Vegas only happen after your first round loss, and it is proportionally smaller than the original entry fee, because you lose your equity on the first entry of your consolation and last chance tries. In the championship the entry fee is $450 and a rebuy costs $315. (20% of prize pool is in the consolation and 10% is in the last chance, so 70% of $450 = $315.)

If you rebuy and there is still time permitting, he allows a second or third rebuy. He schedules the tournament so only the first round matches are played on the first day, making all this rebuy activity possible. On a short weekend type tournament, rebuys in the main event are problematic and pretty much not feasible because you can't have people rebuying and 'stalled out' in the first round.
