If the mistake is discovered at an early stage, make a new draw if time allows it. Or simply scratch his name and handle it as a bye. If the mistake is discovered in a later stage of the last chance, then my only solution would be to let him finish the last chance matches, but should he win and cash, to give the prize to the runner-up.

I don't think drawsheets should be changed after the draw has been made. While it is not normal for a player to cash twice, it is not unfair in the sense that all players who entered the tournament had the same opportunity. Pay the prizes as promised and fix it next year.
