4. Declare the 2nd 66 roll illegal, and require the player to skip his turn.

I feel that this penalty would come closest to following the spirit of the rules.

I think that penalty comes closest to following the LETTER of the rules. I don't have a good answer for what to do, other than I think the penalty should be harsh. I hate premature rolling. You gain less than a second when you do it. It's not that hard to wait that extra beat.
