Fast-roll tournament ruling?

I was at the same tournament with Matt and it was the two of us who had to make a ruling. Not that this really makes any difference to the ruling, but the offending player claimed that his fast roll was picked up before the dice stood and had been seen by anyone. He basically rolled and immediately covered the (still rolling) dice with his hand, picked them up and rolled the double 6. His opponent claimed that his opponent had seen the dice.
