Fast-roll tournament ruling?

In Response To: Fast-roll tournament ruling? (Bob Koca)

I hadn't viewed it from the angle that the player had potentially rolled and ended his turn with an illegal play by lifting the dice.

This is probably the correct interpretation and the fast roller is likely to not forget the rule next time.
