I agree with Steve. Not everyone understands the format of Last Chance events (I know the first time I cashed in the consolation I asked if I got to play in Sunday's LC), and this player could have played through the event without an inkling that anything wrong was going on. It's a major screw-up by the staff to put him on the draw sheet for the LC, and you just have to let him play it out. His opponents had to play SOMEBODY, so the fact that they played and lost to THIS guy is rather trivial (even though you might deduce he was above average having cashed in the Consolation). And there was one too few byes in the LC.
