Fast-roll tournament ruling?

If it cannot be established after consultation of players and spectators what the original roll was, I believe that under the circumstances, the proper ruling is to give the opponent the choice of whether to allow the current roll to stand, or to require a reroll.
Consider the following hypothetical scenario:
Player B is way behind in the race but has a closed board and five shots on a lone blot. While Player A is considering his move, Player B fast-rolls a 1 in 36 anti-joker doublet that fails to hit. He snatches his dice and rerolls: this time he's luckier and rolls a hitting number. When the TD is called, Player B protests that he didn't register the value of his lifted dice at the time.
Is it really fair to Player A to allow Player B the 35/36 chance (following a reroll) to improve on his original situation?
This example is extreme, but I think it illustrates the inherent flaw of ruling in favour of a reroll opportunity.
